Roy L. Reed, Jr.
Chief Executive Officer
Mr. Reed is the Chief Executive Officer of Kingfisher Systems, Inc. Since the company’s founding in April, 2005, he has been the President of Kingfisher. He also assumed the role of Chief Operating Officer in January 2011 and Chief Executive Officer in 2015. Prior to joining Kingfisher, Mr. Reed served the United States (U.S.) Government for over 35 years, where he last served in the Defense Intelligence Senior Executive Service. Mr. Reed’s Government service also includes a distinguished career U.S. Air Force Office of Special Investigations (AFOSI). Mr. Reed was born in Oceanside, California. He received his Bachelor of Science in International Affairs from the U.S. Air Force Academy and a Masters of Public and International Affairs from the Graduate School of Public and International Affairs, University of Pittsburgh, Pennsylvania. Since leaving Government service, Mr. Reed has published articles in the American Intelligence Journal, and he coauthored a chapter in the Naval Institute anthology on the “Changing Principles of War.”
C. Damon Hecker
President
Mr. Hecker joined Kingfisher Systems, Inc. in 2007 and has held numerous positions within the company, including, Chief Operating Officer, Chief Financial Officer, and Chief Administrative Officer. Prior to joining Kingfisher, Mr. Hecker was a member of the Defense Intelligence Senior Executive Service (SES) and held the position of Director for Strategy and Transformation for the Department of Defense (DoD) Counterintelligence Field Activity. Prior to this position, he was the Deputy Director and Director of the Strategy and Program Evaluation Office, within the same organization. Mr. Hecker also spent eleven years with the U.S. Air Force Office of Special Investigations in a number of positions. Mr. Hecker earned a Bachelor of Business Administration-Finance from Wichita State University, in 1987, and a Masters of Public Administration from Troy State University, Troy, Alabama in 1995. Mr. Hecker is a graduate of the Excellence in Government fellows program.
Jason Bartos
Chief Financial Officer
Jason Bartos is responsible for managing all financial strategies, operations, and processes in addition to accounting related functions. Additionally, he is responsible for all support and administrative operations, including finance, accounting, human resources, contracts, information technology, pricing, recruiting, and security. Prior to joining Kingfisher, Mr. Bartos held various cost estimating positions with both large and small defense contractors and within the commercial space. Mr. Bartos also holds Program Management experience managing contracts both in and outside of the Continental United States during his tenure with an 8(a) contractor. Mr. Bartos received a Bachelor of Business Administration-Marketing Information Systems from James Madison University and a Masters of Business Administration – Finance from Marymount University.
